Thanks for your feature request.
As noted in the FAQs, currrently the recommendation to add fixed amount discounts is to add them as a new line item with a negative price. Are there any reasons why this is not a good option for you?
Also, is it common to have "fixed amount taxes"? Can you give an example of one?
